Qualifications Framework

All qualifications listed on the Qualifications Register (QR) are quality assured and recognized under the Qualifications Framework (QF).

What is QF?

The QF set up by the Education Bureau, Government of the Hong Kong Special Administrative Region is a seven-level hierarchy designed to order and support qualifications in the academic, vocational and continuing education sectors. The Hong Kong Council for Accreditation of Academic and Vocational Qualifications (HKCAAVQ), in its statutory role as the Accreditation Authority, is entrusted to implement the quality assurance mechanism to underpin the QF development. What is QR?

QR is a centralised online database containing information on quality assured qualifications and their operators including assessment agencies for Recognition of Prior Learning. All qualifications listed on the QR are quality-assured and recognised under the QF. Under the Accreditation of Academic and Vocational Qualifications Ordinance, the HKCAAVQ is specified as the QR Authority.
